[Bug] Drop 'Intel Capability Licensing' and 'Content Protection HECI' services

There is absolutely NO USERS, who want to pay money for their own computer being "protected"(it means "it's native capabilities artificially limited") from him- or herself.

Those artificial limitations, by the way, require development, testing and maintenance efforts; memory room and CPU time; electricity and user attention. Аnd since they are contrary to the principles of construction of computing they're also error-prone.

Dropping such useless shitware frees resources. This hits two goals at the same time: makes Intel products cheaper and Intel customers - happy. Since all the efforts are focused on satisfying the customers, instead of dissatisfying them with worst-quality support(the information about these files is not publicly available, it is kinda-of Intel policy) and the need to pay for, install and run bloat- and shitware.

So, people will see that Intel is not so bad, and more of them will start to buy it.
